COL Randall W. Bland, WVU '84, is the Brigade Commander for the 7th Signal Brigade. The Brigade, based in Mannheim, Germany, was recently deployed to Bagram Airbase, Afghanistan. COL Bland is the only guy who's dressed like a soldier in the photo. The "Hawaiian shirt" guys are the plans officers (MAJ Curtis Nowak, CPT Rick Lehman, CW2 Ryland Knight) blowing off a little steam just weeks before the unit departed Germany for a one year tour. The 7th Brigade, know as Task Force Freedom, for this deployment will manage all Army Communications Units in Afghanistan and provide a Joint Network Management Center.
